Promotes a member or makes you leader if you do not specify arguments.

## Usage
`promote [Member name or ID]`

## Parameters
- `[Member name or ID]` (string, optional): The name or ID of the party to ascend.

## Example
`promote Member name or ID`

## Aliases
`leader`

## Requirements
- The bot must be the party leader.
